Who we are

Safer Hull is the city’s statutory Community Safety Partnership, bringing together key agencies and community organisations to make Hull a safer, stronger, and more resilient place for everyone. Our partners include -

  • Hull City Council
  • Humberside Police
  • Humberside Fire and Rescue Service
  • Probation Service
  • NHS Humber and North Yorkshire Integrated Care Board
  • representatives from the voluntary, community, and faith sectors or VCSE.

We work collaboratively under the Crime and Disorder Act 1998 and other statutory duties to tackle crime, reduce harm, and improve wellbeing across Hull.

What we do

Our role is to -

  • prevent crime and antisocial behaviour before it happens
  • tackle harm and exploitation with a coordinated, trauma-informed response
  • support victims and reduce reoffending
  • build resilience and cohesion in every neighbourhood

We adopt a whole-system approach, aligning with safeguarding boards, health partnerships, and regional strategies to address shared priorities such as -

  • domestic abuse
  • serious violence
  • substance misuse
  • social inclusion

Our purpose

Community safety is a collective responsibility. Safer Hull exists to -

  • Lead and coordinate multi-agency action on crime and safety issues
  • Engage and empower communities to shape local solutions
  • Deliver evidence-led interventions that address root causes and reduce harm
  • Ensure compliance with statutory duties, including the Serious Violence Duty, Domestic Abuse Act, and Prevent Duty

Our vision

This vision is underpinned by five principles -

  • Prevention First - tackling root causes before harm occurs
  • Partnership Driven - working collaboratively across sectors
  • Place-Based and Person-Centred - tailoring responses to local needs
  • Evidence-Led - using data and lived experience to inform action
  • Outcome-Focused - delivering measurable improvements in safety and wellbeing

Our priorities (2025 to 2028)

  1. Neighbourhood Crime and Antisocial Behaviour - Reducing visible crime and ASB through prevention, enforcement, and community engagement
  2. Serious Violence and Exploitation - Tackling organised crime, exploitation, and violence with trauma-informed, multi-agency responses
  3. Domestic Abuse - Supporting victims, holding perpetrators accountable, and promoting prevention through education and awareness
  4. Counter-Terrorism (CONTEST) - Preventing radicalisation, protecting public spaces, and strengthening resilience against extremist harm
  5. Community Cohesion - Building trust, reducing hate crime, and promoting inclusion across Hull’s diverse communities

How we deliver

  • Multi-agency delivery groups for each priority
  • Community engagement through Humber Talking, People’s Panel, and local forums
  • ‘You Said, We Did’ feedback to show impact and accountability
