Our vision for Hull’s children and young people is to make an inspiring City. Where it is safe and healthy to work, learn, and play.

We want them and their families to make healthy lifestyle choices, be safe from harm and have the confidence to achieve their aspirations.

The Partnership

Hull Safeguarding Children Partnership consists of three statutory partners. Through an equal and effective partnership, are responsible for safeguarding children in Hull. The statutory partners are -

  • Hull City Council
  • Humberside Police
  • Humber and North Yorkshire Health and Care Partnership

All agencies in Hull share a strong commitment to work together to -

  • keep children safe
  • improve and learn from multi-agency practice

The aims are to build on the strengths of the current arrangements and focusing efforts on how frontline practice can improve.

Our priorities

The Hull Safeguarding Children Partnership has agreed to their priorities for 2023 to 2026.

These priorities are around the following topics -

The updated Multi Agency Safeguarding Arrangements reflect Working Together 2023 and set out the way that the three statutory partners in Hull work together and with all relevant agencies to safeguard children. Our Safeguarding Partners

In Hull the Lead Safeguarding Partners (LSPs) are -

  • Chris Todd, Chief Constable, Humberside Police
  • Matt Jukes, Chief Executive, Hull City Council
  • Teresa Fenech, Chief Executive, Humber and North Yorkshire Health and Care Partnership

All three LSPs have equal and joint responsibility for local safeguarding arrangements.

Locally, LSPs have assigned their duties to Delegated Safeguarding Partners (DSPs).

The DSPs are -

  • Pauline Turner, Director of Children’s Services, Hull City Council
  • Craig Nicholson, Detective Chief Superintendent, Humberside Police
  • Paula South, Director of Nursing Governance, Humber and North Yorkshire ICB

Our Board Members

Hull Safeguarding Children Partnership sets out the local arrangements for safeguarding partners to work together with other agencies, to identify and respond to the needs of children in Hull.

The Hull Safeguarding Children Partnership Board consisting of our DSPs and key representatives from relevant agencies oversees the local arrangements.
