Community Partnership Intelligence Form

The Community Partnership Intelligence Form (CPIF) is a secure and confidential way for professionals and partner organisations to share non-urgent intelligence with Humberside Police.

Information submitted through the CPIF helps build a wider understanding of emerging issues, identify patterns of behaviour, prevent harm and support operational activity across Hull and the wider Humber area.

Every piece of information has the potential to contribute to protecting vulnerable people, reducing crime, and keeping communities safe.

Community Partnership Intelligence Form Roadmap

The roadmap below provides an overview of how the CPIF works, who can use it, the type of information that can be shared and what happens after a submission has been made.

The CPIF is for intelligence sharing by professionals and partner agencies only. It must not be used to report crimes, make safeguarding referrals, or request an emergency response. For emergencies call 999, for crime reporting contact Humberside Police on 101, and for safeguarding concerns follow established safeguarding procedures.

What the CPIF is

The Community Partnership Intelligence Form provides a mechanism for professionals to share information that may assist police intelligence teams in building a wider picture of emerging risks, criminality, exploitation, and community safety concerns.

The CPIF supports -

The form is designed for intelligence sharing and should not be used to report crimes or make safeguarding referrals.

  • A safeguarding referral process

Why use the CPIF

Information held by partner agencies can often provide an important piece of a larger intelligence picture.

By sharing information through the CPIF, partners can help -

  • Identify patterns of behaviour
  • Link seemingly unrelated information
  • Highlight risks and vulnerabilities
  • Support operational activity
  • Prevent exploitation and harm
  • Reduce crime and anti-social behaviour
  • Strengthen community safety

Information that may appear insignificant on its own can become vital when combined with intelligence from other sources.

When to submit a CPIF

Consider submitting a CPIF when -

  • You have information which may indicate risk, vulnerability, exploitation, or criminality.
  • The information does not meet the threshold for a crime report or safeguarding referral.
  • You believe the information may support a wider intelligence picture.
  • You are concerned about patterns of behaviour, individuals, locations, or vehicles.
  • Sharing the information could help prevent harm or support community safety.
  • You are unsure whether information you hold may be significant when combined with intelligence from other agencies.

If in doubt, consider submitting a Community Partnership Intelligence Form.  Information that appears minor in isolation could be valuable when linked with information from other sources.

Who can submit a CPIF

The CPIF is intended for use by professionals and partner organisations, including -

  • Probation services
  • Voluntary and Community Sector organisations
  • Frontline practitioners
  • Other statutory partners

Members of the public

Members of the public should not use the CPIF. Information should instead be reported through -

  • Humberside Police by calling 101
  • Crimestoppers anonymously on 0800 555 111
  • Emergency services by calling 999 where immediate action is required

Operation Makesafe

Operation Makesafe is a Humberside Police-led partnership initiative designed to identify and prevent child sexual exploitation through awareness, early identification, and information sharing.

  • Children receiving gifts, money, accommodation, or transport from unknown adults
  • Locations where child sexual exploitation may be occurring

Operation Notify

Operation Notify is a Humberside Police-led partnership initiative designed to identify and tackle exploitation, modern slavery and human trafficking through early identification, intelligence sharing and multi-agency collaboration.

Operation Bombardier

Operation Bombardier is a Humberside Police-led partnership initiative designed to identify and prevent cuckooing and the exploitation of vulnerable adults through awareness, early identification, and information sharing.

Use for intelligence relating to -

  • Cuckooing
  • Home invasion linked to criminal exploitation
  • Vulnerable adults whose homes may be under criminal control
  • Addresses associated with criminal activity and exploitation
