Safer Hull Multi-Agency Cuckooing Assessment Panel (MACAP)

The Multi-Agency Cuckooing Assessment Panel (MACAP) brings organisations together to identify, assess and disrupt cuckooing whilst safeguarding vulnerable adults.

MACAP supports a coordinated partnership response to exploitation, vulnerability and associated criminality.

The process

Stage 1 - Concern Identified

A concern may be raised following information relating to -

  • exploitation of a vulnerable adult
  • drug activity
  • county lines concerns
  • safeguarding concerns
  • criminal use of an address
  • community intelligence
  • neighbourhood concerns
  • anti-social behaviour

Stage 2 - Information shared

Relevant information and intelligence needs to be submitted through -

  1. MACAP Referral Form
  2. Community Partnership Intelligence Form (CPIF) - When submitting intelligence relating to cuckooing via the Community Partnership Intelligence Form (CPIF), please include "OP BOMBARDIER"
  3. Concerns for an adult - Adult Safeguarding Referral

When submitting intelligence relating to cuckooing via the Community Partnership Intelligence Form (CPIF), include "OP BOMBARDIER"

Stage 3 - Risk Screening

Partners review referrals and intelligence to assess -

  • vulnerability and safeguarding concerns
  • exploitation indicators
  • immediate risks
  • criminality indicators
  • suitability for MACAP consideration

Stage 4 - Multi-Agency Panel Meeting

Partner agencies come together to -

  • share intelligence
  • assess risk and harm
  • identify victims and perpetrators
  • develop coordinated responses
  • agree actions and next steps

Stage 5 - Partnership Action Plan

A coordinated action plan may include -

  • safeguarding interventions
  • housing management actions
  • enforcement activity
  • police disruption activity
  • support and recovery services
  • information sharing
  • environmental and situational measures

Stage 6 - Review and Monitor

Partners review progress to ensure actions remain effective.

This may result in -

  • continued monitoring
  • additional support
  • escalation of safeguarding responses
  • re-referral to MACAP where required

Stage 7 - Safer Outcomes

The partnership aims to achieve -

  • reduced exploitation
  • improved safety for vulnerable adults
  • better coordinated partnership responses
  • increased disruption of offenders
  • improved intelligence sharing
  • stronger and safer communities
