Referrals

Referrals to the Multi-Agency Cuckooing Assessment Panel (MACAP) are strictly for use by professionals, practitioners and partner organisations who are working with individuals at risk of cuckooing.

Referrals can be made by a broad range of partners, including statutory safeguarding and enforcement bodies, non-statutory organisations, and wider partners such as community, voluntary, educational settings and housing providers. This inclusive approach ensures that all relevant agencies with responsibilities for protection, prevention, and support can contribute to identifying and addressing risk.

MACAP Referrals

A new referral process is now in place which is essential for building a comprehensive understanding of risk and gathering intelligence to support each case. Referrals are now submitted via a digital referral form.

The form includes a number of mandated fields which must be completed before the form can be submitted for assessment these include -

Humberside Police Community Partnership Intelligence Form

The MACAP referral form includes a link to the Humberside Police Community Partnership Intelligence Form. To ensure these are identified as cuckooing-related, the term OP Bombardier must be included in the submission.

Adult Safeguarding Referral

Safeguarding adults is everyone’s responsibility. If you know, or suspect, that an adult is experiencing or at risk of abuse or neglect, you must complete this referral form. Where possible you should have gained the adults consent, however, there are circumstances where you must report without the adults consent, for further information, please see Section 42: Adult Safeguarding Enquiry Procedures (Section 2.47).

Under Section 42 of the Care Act 2014, the Local Authority must make enquiries if it believes an adult -

  • has care and support needs
  • is experiencing or at risk of abuse or neglect
  • is unable to protect themselves due to those care and support needs.

Please note: Wherever possible, immediate steps should be taken to safeguard the adult while a decision is being made about whether the Local Authority has a duty to make enquiries.

Child Safeguarding Referral

If you are concerned that a child or young person aged 18 or under is at risk of harm or requires help and support, it is important that you share this information with us.

Please note - All referrals for individuals aged 18 and under must go through the Early Help and Safeguarding Hub (EHASH) and not via a MACAP referral.

In an Emergency -

What happens once you have submitted your MACAP Referral

When a MACAP referral is received, the information is reviewed by multi-agency partners who will make contact as appropriate. To support effective decision-making and timely intervention, it is strongly recommended that you provide as much relevant detail as possible within your initial referral. Comprehensive information helps partners assess risk accurately and identify the most appropriate response.
