Modern day slavery in Hull - Awareness, support and action
Modern day slavery is a hidden crime, in which people are exploited for personal or commercial gain. It includes -
- forced labour
- human trafficking
- domestic servitude
- sexual exploitation
It can affect anyone regardless of age, gender, or nationality and it happens here in Hull.
Recognising the signs
Victims may -
- be fearful, withdrawn, or show signs of abuse
- work long hours for little or no pay
- live in overcrowded or unsafe housing
- have restricted movement or no access to ID or finances
Reporting concerns
If you suspect someone is a victim of modern day slavery, report it immediately.
The National Referral Mechanism (NRM) is the UK’s framework for identifying and supporting victims of modern slavery. Only designated First Responders (such as Hull City Council, police, and some charities) can make a referral. If you are a First Responder or supporting someone who may be a victim you can make a referal through the NRM website.
If you have non-urgent information or suspicions about modern slavery or exploitation, you can share it anonymously using the Community Partnership Intelligence form. You can use this if you have -
- noticed suspicious activity in your neighbourhood
- concerns about a business or property
- to report something, but don’t want to speak directly to police
This helps local authorities and police build intelligence and take action.

- Humber Modern Slavery Partnership - Facilitated by the Wilberforce Institute, this partnership unites agencies across the Humber region to coordinate anti-slavery efforts, training, and public awareness campaigns
- Hull Modern Day Slavery Forum - A local network of professionals and community members working to improve identification, referral, and support for victims. The forum hosts training events and promotes the use of the National Referral Mechanism (NRM)
Key Local Partners
Hull City Council
We play a central role in safeguarding and supporting victims of modern slavery. As a designated First Responder, the council can refer victims into the National Referral Mechanism (NRM) and works closely with partners to raise awareness and deliver training. Humberside Police
Through Operation Wilberforce, Humberside Police investigates modern slavery and human trafficking, working closely with local partners to protect victims.
Office of the Police and Crime Commissioner (OPCC)
The OPCC supports regional anti-slavery efforts, funds awareness campaigns, and commissions services for vulnerable people.
Humberside Fire and Rescue Service
The Humberside Fire and Rescue Service plays a vital safeguarding role, working with vulnerable individuals during home visits and emergencies. It is committed to identifying and referring those at risk of exploitation or abuse.
Probation Service - Yorkshire and Humber
The Probation Service supervises individuals on court orders or licences and plays a key role in identifying and supporting those vulnerable to exploitation. It works closely with police, social services, and safeguarding boards.
