The Safer Hull Community Safety Partnership has developed a coordinated response to concerns relating to Modern Slavery, Human Trafficking, Exploitation and Cuckooing.

Step 1 - Concern Identified

Potential indicators may relate to -

• Modern Slavery
• Human Trafficking
• Labour Exploitation
• Criminal Exploitation
• Sexual Exploitation
• Cuckooing

Where concerns are identified, action should be taken to safeguard individuals and share relevant information.

Step 2 - Raise a Safeguarding Referral

Concerns regarding adults should be referred to Adult Safeguarding.

Children and Young People

Concerns relating to children and young people should be referred through Early Help and Safeguarding Hub (EHASH) in line with local safeguarding procedures.

Safeguarding referrals should not be delayed whilst seeking additional evidence.

Step 3 - Submit Intelligence

Information shared through the Community Partnership Intelligence Form (CPIF) helps partners identify risks, build intelligence and coordinate appropriate action.

Understanding Referral Pathways

Depending on the information received and level of risk, concerns may be progressed through a number of safeguarding and partnership pathways.

National Referral Mechanism (NRM)

The National Referral Mechanism (NRM) is the UK's framework for identifying and supporting potential victims of Modern Slavery. Designated First Responders, including local authorities, police and certain charities, may make referrals where indicators of Modern Slavery are present and consent is provided.

Duty to Notify (DTN)

Where indicators of Modern Slavery are present, but an adult does not consent to an NRM referral, organisations may have a Duty to Notify the Home Office through the Duty to Notify process.

Multi-Agency Cuckooing Assessment Panel (MACAP)

Where concerns relate to any of the below, cases may be considered through MACAP. For further information and to access the referral form, visit the cuckooing and MACAP webpage.

• Cuckooing
• Exploitation of vulnerable adults
• Criminal use of a property
• Criminal exploitation linked to an address
• A need for coordinated multi-agency intervention

Step 4 - Safeguarding Assessment

Adult Safeguarding will -

• Review referrals
• Assess vulnerability and risk
• Gather information from partner agencies
• Consider safeguarding actions
• Determine whether a Care Act safeguarding enquiry is required
• Coordinate multi-agency responses where necessary

Step 5 - Consideration of Appropriate Pathways

Information is assessed to determine the most appropriate safeguarding and partnership response, including:

Duty to Notify (DTN)
Multi-Agency Cuckooing Assessment Panel (MACAP)
Other safeguarding and partnership processes

Step 6 - Partnership Action

Partners work together to -

• Safeguard vulnerable people

Key Local Partners and Forums

A coordinated response to Modern Slavery, Human Trafficking and Exploitation relies on strong partnership working across Hull and the Humber region.

Humber Modern Slavery Partnership

Facilitated by the Wilberforce Institute, the Humber Modern Slavery Partnership brings agencies together from across the Humber region to coordinate activity, raise awareness and improve responses to Modern Slavery and Human Trafficking.

Hull Modern Day Slavery Forum

The Hull Modern Day Slavery Forum brings together professionals and partners to improve awareness, identification, referral pathways and support arrangements for potential victims of exploitation.

Hull City Council

Hull City Council plays a central role in safeguarding and supporting victims of Modern Slavery. As a designated First Responder, the Council can refer potential victims into the National Referral Mechanism (NRM) and works closely with partners to raise awareness, share information and coordinate support.

Humberside Police

Through Operation Wilberforce, Humberside Police investigates Modern Slavery and Human Trafficking offences, safeguards victims and disrupts offenders responsible for exploitation.

Humberside Fire and Rescue Service

Humberside Fire and Rescue Service plays an important safeguarding role by helping identify and refer individuals who may be at risk of Modern Slavery, exploitation or abuse.

Probation Service

The Probation Service works with individuals subject to criminal justice supervision and plays an important role in identifying vulnerability, reducing risk and supporting safeguarding activity.

Office of the Police and Crime Commissioner (OPCC)

The OPCC supports partnership activity across the Humber region, helping to raise awareness of Modern Slavery and commissioning services for vulnerable individuals.
